Ancient beyond reckoning, the vast city of Tarsis on the River Sorenth in the Plains of Panish remained merely an important trading center until the militaristic Prust from the Hotash Mountains south of the city took over the surrounding area and eventually founded an empire. The Prust nobility chose quickly growing Tarsis as their center of power, for their own cities were remote and trapped within rugged mountains.

The seat of the Tarsisian Empire, Tarsis is just now recovering from the invasion by the Eastern Hordes. Even today, there is a love of culture in the imperial capital, and the city is a magnet for bards and other artists. Every level of imperial society comes together to watch plays in one of the city's many playhouses.

The city is also known as a place of learning. Among its universities and colleges is St. Feldin's College of Abjuration and the now-closed Imperial War College, where the empire trained its war mage troops.

Segaci Fellisti, one of the three claimants to the Lion-Guarded Throne, has begun holding an annual Contest of Champions in Tarsis, beginning the year after he made his claim on the throne. The contest has had no winners so far, unless the beasts in the catacombs beneath Tarsis can be counted as victors.
